Former Commissioner for Health in Kano State under Senator Rabiu Musa Kwankwaso’s administration, and member of State Committee on Scholarships, Dr. Abubakar Labaran Yusuf will on March 8, 2018 appear before a Kano High Court over allegations of misappropriation of public funds to the tune of N47, 168,000 for upkeep and tuition fees of the state-sponsored students in Mansoura University, Egypt.
A writ of summons showed that Yusuf will be tried on a three-count charge of breach of trust and corrupt practices contrary to Section(s) 315 and 123(a) of the Penal Code Law and that of Section 24(a)(1) of the Kano State Public Complaints and Anti-Corruption Commission law 2008 as amended.
Reports say that the Kano State anti-graft Commission had commenced investigation into the activities of the former Commissioner, following a series of petitions alleging misappropriation of funds under his watch.
It was further gathered that in the writ of summons, credible evidence and confessional statement clearly indicated that the former Commissioner allegedly diverted $94,800.00 equivalent to N15, 168,000 meant for utility bills and other allowances for Kano State students studying at Mansoura University in Cairo, Egypt for personal use.
Also, Dr Yusuf who served as Commissioner for Health and member of the state Committee on foreign Scholarship was entrusted with the gross sum of $294,800.00 which is equivalent to N47, 168,000 for upkeep and other allowances of Kano State students who are on foreign scholarship in Mansoura University in Egypt.
The writ of summon further stated that, “out of this money, investigation and confessional statement obtained from witnesses and other sources clearly indicated that Abubakar diverted $94,800.00 equivalent to N15,168,000.
“The first offence is thereby committed and punishable under section 315 of the penal code. Secondly, the accused person has violated the code of conduct for public officers and Kano State civil service rule as stipulated under section 123(a) of the penal code law.
“That the offense also contradict section 24(a)(1) of the Kano State Public Complaints and Anti-corruption Commission Law 2008 as amended.”
